it all depends mate, what do you want, 2d 3d, easy hard, what platform, what style? for 3d images try blender, Maya or 3D studio.

I agree, the type of tools you will be using depends on what kind of game are you planning to create. I heard that XNA is quite easy to use and you can create games for both PC and Xbox 360.
