How to cancel a pending US Immigrant Visa?

My father have been refused a Tourist Visa twice by the Consular Officer at the Us Embassy. The reason was mainly due to a pending Immigrant Visa. How can my father cancel his pending Immigrant Visa? Can someone tell me. Thanks!

Do you know the reason why his Immigrant visa is pending? I doubt if you will cancel the immigrant the visa and will apply for a tourist they will find a loop hole that he is really planning to migrate. Because as we know that in Tourist you need to have a strong family tie in your country and will go home after the visa will expire. Maybe, if he can prove to the CO that he will be there just for the visit I guess it will be okay...
Try checking the USCIS website: www.uscis.gov I am sure there is an option or part there that explain on how to cancel the pending Immigrant Visa.
