Floods....where does it all come from?

This spring has been the year for floods for Canada and the US. We still have people in some region here flooded. They have been out of their home since the beginning of may now. Today they talked about floods in Manitoba and Saskatchewan and North Dakota. They say its from the heavy rain and the snow melting......scuze me? I know someone who lives up North ......way up North and he says that its still quite cold there and the snow is not melting that fast. They had snowfalls last week!!! As for rain, well it hasnt been raining more than other years. As for snowfalls, we arent getting as much snow as we used to either. A few years ago, we had SO MUCH snow that our snowbanks were over 20 feet high......yet there was no floods!! Some say its because they open the dams and not because of rain or snow melting. I think that might be true. If the snow is not melting that much or that fast way up North and if it hasnt been raining more than other years.....why all the floods all over Canada and the US?
