free school what is needed??

free school what is needed, or just for the poor alone,because i saw that many children are usually more able to actually just wasted their school than thoose who are..

Here in my place, Andhra Pradesh, we have many social welfare residential schools and colleges. So the poor people can study in those schools and college. There the government offers free hostel facility, free study, free books, and including scholarship also. So the poor children can get education freely here.

waw,it;s like a dream in our place because althought my place to say that the brand provides a free school but it's really not what they seem, because we also have to pay get the book and pay the end of each school year..
