I just had my paypal account limited for the second time in a few years. They require me to have a credit card charged $2 AUD and to quote the transaction number. Then I go to the bank statement and there is no such transaction number. So paypal has taken $2 from my account and now have no way to recover the funds let alone my paypal account. Has this happened to you?

it may take some business days for the code to appear on your bank statement. For further support, try contacting paypal and your bank. And, such thing never happend with me.
