How do you forgive someone?

How do people forgive others when that person has done something bad to you? A friend of mine lied to me about moving just to avoid me because I saw her in the mall today and she was trying to hide so I was pissed and left and in the afternoon she wrote an E-mail it was a whole page explaining how shes sorry and said she was moving because I was being annoying should I take it or leave it I don't know.

I'll advice you that forgive is to forget, if you truly forget her actions then accept her apologies, but try to talk to her to improve your relationship. If not, be calm since you did nothing so just keep on living and leave her, enjoy your life and not be tormented if you cant forgive her. Hope I was a little bit helpful, have a nice day!
