Hello poornimak, Its the same as when you drink a really cold beverage you get "brain freeze" minus the headache. when your out in the cold you inhale the cold wind which irriates the head and gives you the a headache/migraine.

I am having the same sympton like you, if i go outside in the cold weather, i will get either a cold or headache infection. I assume it is common for people who is not used to cold temperature or who has low level body immunity on dealing wtih sudden cold-ness. It is not something serious but mainly due to each individual peculiar and different body response to cold weather. Normally i will get myself a hot drink like chocolate drink or hot tea once i enter my house or office, that will quickly make myself feeling better after the drink.
