Just tell him directly. Tell him "hey you're a very nice person and I think you deserve a worthy girl, it's just not me." Just tell him directly.

Explain him softly that you two are really not made for each other. Couples are chosen by God and once chosen, we don't have any option to change that. If we try, things go worse. And you are not really the girl for him, he deserves a much better girl whom God has chosen for him. So best is to wait till that gal comes to his life and finds him. You can promise to be with him and wait together for that girl being a friend.

Just tell him that you are not interested. If he's the kind of person whose company you enjoy but not interested in dating in then you could say that your feeling for him are more as a friend.

The best way I think is to be direct but to let him down as gentle as you can. Don;t go around the bush though, just tell him that you are not interested. The worst thing you can do is to lead him on to thinking he has a chance. Just be honest but try to be nice at the same time. Adn oh yea don;t make it sound that you pity him, that's not cool.
