You can try GIMP, it's a free program with much options. You can even install it on a USB and take it with you because it is a small program it only takes 50MB or less. The latest version that is available right now is 2.6.11, you can use in on Windows as well as Linux. I personally think buying Photoshop would be the best option but I you're looking for a free program you should try GIMP.

You could download a free trial of Corel Paint Shop Pro. I actually would go on a site that provides old downloads because when Paint Shop Pro was with Jasc, they were a lot better. I prefer Jasc Paint Shop Pro 9 over anything. They have all of the features of Picnik and more. It's sort of like Photoshop's twin. I believe the trial is 30 days. It's not as expensive as Photoshop and I like it a lot better. It also has a "Digital Camera Noise Removal" feature that helps get rid of uneven skin tones that digital cameras bring out. I have pale skin so when I'm photographed up close, my skintone is uneven...So I use that for it!
