The quality of clothing versus expensive taste

I have noticed that there is very nice quality clothes in wal-mart and other places like kohl's (vera wang) that carries nice clothes that doesn't cost so much. Do you shop department stores or Wal-mart? I am undecided because i think clothing isn't important as much as the person underneath them.
