Go to the nearest Smart Wireless Center and signed the Smart Money form. You can ask the agent if you want your card to be delivered at your home or you will just fetch it in that Smart Wireless Center. Pay Php 120.00 (before, it is only Php 30.00) for the processing of your Smart Money Card. Wait about 1-2weeks and your card is now available. (The duration of the delivery of your card depends on your location, if you live in Metro Manila, it will only take 1 week) That's all. :D

Hope your problem will be solved soon, you should follow advice from members of your country, i joined paypal 6 years ago it needed proof, i had submitted my driving license, but it was a lengty procedure.. I had the same problem too! You just need to present some identification so that they know you're real and actually have an identity. Pretty much what everyone said so far. For me though, I took a different approach. I redeemed a prepaid visa card from a survey site which of course needed my address and details. They sent me a prepaid visa with my details and it had an online account. I simply connected my prepaid visa to my paypal account and they sent me a code to verify that I am real and that the visa works. I found the code sent to my online visa account and then I verified and that's all. Do you have a credit card or bank account? You need them to verify that you do exist and that you do have money. By the way, you can't use prepaid visas that people just gave you or bought from a store, it needs your details or an online account where you can check your balance.
