Do you think drug store makeup is the same as department store makeup?

Brands like Neutrogena, Revlon, Maybelline, Loreal that you find at a regular store don't seem to have the same quality when applied as Clinique, Estee Lauder, or Lancome. What do you think? Is it worth the money for the cosmetic counter brands?
