Repayment to those passengers during the cruise accident

From the news, the final decision to repay the loss of those passengers during the cruise accident in Italy was around $14,600 for each passenger for their baggage and traumatic experience mentally. Some might seek bigger payment of it, since some of them might lost what they can estimate. I just wonder, what about those who die from such accident? How would they repay their relatives and family? There won't be any monetary value to replace a live person. Anyhow, there is one lesson they should learn from it, and the cruise corporation should take better training on their captains.
