Shootout near a mall

I went to this mall this morning to pass a few resumes and just after I passed them all, I went to where the bus terminal of the mall. I was surprised when I saw alot of people and the exit was sealed. Then I found a way around it and finally got to the bus terminal. While the bus was moving, I still saw alot of people in the parking lot. It was like they were watching something and there were also police there. When I got just now and I watched the new. It turns out that there was a shootout in that parking lot! What's bad was there wasn't a camera where the shootout happened so the criminals were not caught. In your opinion, was it the mall's fault that the criminals weren't caught cause they didn't have a camera?
