What's the star by people's name?

I see stars with numbers next to people's names. It comes in different colors and looks like a classification. Can someone explain it more or possibly link to a page with more information about it?

The numbers change along with the colour it took me 2 months to figure that out but they are pretty. I thought they came into the picture when I poked myself in the eye but know they are really there.
