The best way to find refferals is from forums about making money online. Try to speak with people and explain how the site u promoting works, upload paymement proof, and eventually u can promise them some cash too if they are active.

I don't know why I am giving adbive on this as I am TERRIBLE at finding referrals! But I think the best way to get a referral is to have a conversation about the site with the people who you are trying to convert to referrals. Join chat rooms and message boards that are specifically dedicated to people trying to earn money online. I tend to want to be someone's referral if I have talked to them about the site and not just seen a link on a blog or a traffic exchange.
