Try suprising her. You can cook a special dinner for her. We, girls, loves a man cooking for us. It's not so usual for a man who knows how to cook. So, yeah I guess she'll love that! Simple and affordable yet soo ROMANTIC!

Hello there luoyefeng521, I have a suggestion for you: - Buy a necklace or something that she will treasure. Then make it as her gift. If you don't want to buy something, try to surprise her. I mean, make a video and in the video is yourself and a birthday message. That worked for me. :)
