Having problems with household budgeting?

It is a necessity to have a strong household budgeting. But at times, I myself is having troubles with this. Whenever we go out to the mall. My husband would tempt me to buy stuffs, not included in my budget. He would say, 'hey ma, this looks good on me. Could you buy me this?' or 'Can we try this product? This looks nice'. And he was like even pleading. It's hard to say no especially if he really likes it so much. So, here we go again another failed budget strategy which I wasn't able to stick to it.
What about you, what's your key of having a realistic household budgeting?

me and my mom is doing the grocery shopping in our household, so we only buy whatever is listed, but sometimes there are things that not on the budget but needs to buy, so that's when our budget was ruined.

I also find it hard budgeting. My husband always wants to buy things without telling me and when he has to pay, he'll ask me to pay for it. I don't have a decent job and he has no job too. Sometimes I get annoyed because he acts like he has all the money in the world. Now, I just alot exact amount of money to our needs and when there are excess, that is the only time that I'll let them buy the things they want.
