Animal welfare

Here in my country, even though there is an animal welfare act, there are still people who continuously maltreat animals especially dogs. I have seen a lot of reports on TV and my heart goes out to those innocent dogs and animals who have been beaten to death for food or worst, even just for fun. I wonder if this also happens to other countries not just here in my place. It's just so sad that there are people who do not know how to value other's lives, even if they are only animals!
