Is there the best way for me and my boss?

My boss can't use English. So, I usually work with foreign customers behind his name. There are many customers whom I think that they're only spammers or trade victims. I have had experience about this after a long time working as a Purchasing/ Import-Export Manager. Normally, these customers are losing our time. I'll have many methods to stop with them. But my boss complained me about that. So, he asks me saying him when there are new customers contacting us. Then, I must communicate them following my boss' comments. The result is the same! And now, we take much time with these customers ! Is there the best way to solve this problem?
