one cent paypal problem

i received one cent payment from a ptc site and because of auto withdrawal,it transferred as 50 paise to indian bank which is not possible and it failed and now i got negative balance for the second time,(first time samething happened,but resolved it ) but now it tried auto withdraw again and once again negative balance,but this time they removed my bank and pan card details and asking me to add those again.RIDICULOUS?what can be done to throw away that 1 cent and clear my account back to normal?
