Ebay Affiliate

Why is ebay making so tough for me to be an affiliate, i am trying from last two to three years and every time i try my application is rejected. Is it because i am not from United States. I think i am giving up.

they have pretty high sales per day which means they don't need affiliates ,But don't give up .I think you are using a Website to promote them then you need a pretty high traffic .....
