what will you prefer a promotion based on service or performance?

hello friends,
There are a lot of opinions/controversies regarding promotion, in Government as well as private sectors. Many people have the opinion that, promotion of a particular person should be based on experience while some others say that it should be based on performance. Friends what do you prefer, and why, please give suggestions and explanation...

promotions should be based both on service and performance. objective decision has to be taken.

hello there, good day discussion starter, If you promote with experience you will be asked if the performance is good and if you promote with performance the question is if you have experienced it. So they can be the same, but to be at its best, including both are extremely advised. Please dont post topics with the same content.

Hello,
I think that government should primarily base their promotions on performance, second one being on his or her years of experience. I believe this because in one's year(s) of experience, the employer will not be able to know whether that very year (or more) went for the better or for worse. If perhaps the promotion was based on the performance of the years of experience as well as an overall performance, then it would be more efficient.
