Are toilets a control tool in Africa and the third world?

I just got back from Tanzania and I was amazed that toilets seem to be so scarce in Africa. In the addis abba airport, in tanzania, Arusha community toilets were a hot commodity? At first i thought that that was just a cultural thing but i found out that those with money have them and made them scarce for people that dont. Is this true someone with more knowledge and experience enligthen me.
