Why haven't we improved?

I wonder why manila is very much like the way it was years from before now? I think every street was the same, the people have not changed much even years have passed. Our highway - the EDSA is still the same too, no other development was done to improve the City! This is really showing how slow our progress is. With other countries 5 years is such a huge time for development and changes. But how come in our country - well particularly in Manila i still see the same things I have seen and its been like years of many possibilities! Have you ever thought your city has been slow in its development too? Was it really the government to be blamed, or we are also to be blamed.
