Which is the best software to create cover pages for ebook?

I published 3 of my ebooks in smashwords, but my book covers are in horizontal manner, as i created it using power point. Now i am in need to create vertical cover pages. I just want to know which software or application help us to create the ebook covers?

I have been using the Paint program to modify photos and artwork that I have done into covers for my ebooks. What I worry about is that if the required cover size keeps increasing, my scanner will not be large enourgh to dierctly scan the artwork that I am creating for my covers. As it is right now, I am just barely able to match the requirement.

Good to know that you are using paint for your ebook cover, i am using both powerpoint and paint for my covers. How many ebooks did you published? what is your experience in selling the ebooks?

Wow you wrote three ebooks. wonderful!. I am stuck to one.
