How could google determine someone's blog page rank

I noticed that someone's blog page rank went down from 2 to 1. Is it fluctuating from time to time. What has made the page rank go down or up? I have deleted the articles in my blog because the articles were deleted in a writing site. I thought it would be no harm uploaded to my blog as the articles were created by me. Was it because of those articles that caused the page rank to decrease?

It's pretty shady, nobody is really sure a about what makes it do that. I'm pretty sure that you have to maintain good quality on your blog, not spam or something. Also, make sure you have only a 8%-9% of words that have your keywords in the search, like about your blog.
