Heydar Aliyev International Airport is located in Baku, the capital and largest city of Azerbaijan. The city of Baku is close to major petroleum fields near the border with Iran. The airport is approximately 25 kilometres east from downtown Baku with a travelling time of approximately 40 minutes. The airport in Baku is the busiest in the Caucasus, and while extensive construction work was performed in the 1980s, the collapse of the USSR resulted in the suspension of most projects, with the two main terminals being left incomplete. Furthermore, the passenger facilities were sub-standard and needed to be improved. The objective of the project was to upgrade the existing passenger facilities in the airport and bring them up to international standards. The work was to be carried out without the interruption of daily services at the airport.
