What if secretary Robredo is not in that plane?

This long weekend, the biggest news i have been watching was the news about the plane crash in which the DILG secretary Mr. Robredo was on board. The plane crashed into the sea and it took them almost 4days before they found his body. I am glad that at last he was found and was now with his family, but i just noticed something. The effort they gave that time? i wondered if will they still do the same effort if Mr.Robredo is not in that plane? I mean, i saw a lot of incidents like that, but i can't remember seeing them consulting Prof.divers to save those people in the sea? I Just wondered, which made me sad. I hope, whatever the circumstances or whoever is involve, the same effort will be given.
