How does Adsense work from an old account?

I have tried to figure out Adsense forever! I started applying it for an old account for my blog but I never saw any communication from Adsense. I reapplied with my new account and blog but they rejected me since I had an accepted application from the old account. They gave me two choices start the application process all over or figure out my password for my old account and sort of transfer it over. I'm very confused. Has anyone experienced using Adsense? Has anyone had this problem?
