How can you bring about the balance between law and morality among the different cultures of the world if not all peoples have the same beliefs and convictions?

Thanks a ton for sharing this discussion. Well it is very difficult to bring about a balance between the law and morality among different culture of the world because every issue is being seen differently in different cultures. While some section of the society are against a law or culture, on the other hand some other people are totally against it. It is very hard to get a perfect balance between the two when we have two opposite kinds of people in our society.
What say?
