...how to get this dog to walk

My brother surprised me by giving me a Shih Tzu. Although I have reservations in nightgown a dog, I regularized that I do love the cute pup. His hair isn't exactly what I wanted but he's basically low maintenance and gets along with everyone. However, this imposes two problems. One is that the dog is Lazy. I can't get him to stand up or run. It's easy with otehr dogs since they have so much pent-up energy. I try to keep him active so that he will run or walk But he slumps in a corner and let himself be dragged like a rag when he has his leash. Second, I am also working. I don't want him to get bored but I also have to keep my hours. I can try to have a new schedule to accommodate him but I have other chores as well. I would love to keep him and I hope that my patience will win out in the end. P.S. he seems to be fond of biting people's feet. any recommended dog activities for him?
