No to Keywords 3 times

I am following a certain site which help me in building my site. But I often checking it though. Can anyone explain this part to me.
" Many people are just filling the meta description with keywords. DON'T DO THAT. Google and other search engines will ban your site from the search engines list if you repeat your keywords too often. Make sure you don't repeat any keyword more than 3 times."
I saw this on his blog.I am confuse about keywords' definition

I don't think so. Keywords are the terms or words which tells the search engine to show your post in the search results when a person search for that keyword. As i think you can assign upto 5 keywords for better search engine results. If you use more than 5 keywords,search engine will think you are a keyword spammer. So, its a chance of ban for your blog from search engines.

Its clearly that the meta descriptions are the way to tell the search engines about your site descriptions.
You could make keywords with using different code like
meta name="keywords" content="this to place your keywords"
Don't forget to add at the beginning and the end of it.
