What the heck is wrong w people?

I just got done reading an article. This guy in Tulsa, OK was found in a drunken or drug induced stupor while his 3 kids were either outside, (not suitably dressed) or IN A CAGE! Grrrr! Some people shouldn't be parents. Here is the article

Some people don't deserve kids. That's why I hate family-crazed people are telling that all women should give birth to multiple kids, especially in countries and cultures with decreasing population... maybe it's important to have lots of people born, but not that much to expose kids to parents like this. Those people who are not appropriate for bringing up children should not have one.

This may not be a good picture of being a parent,but we must take note that this is not America or Asia.They have their own ways how to raise their children,and we do not know this maybe part of his punishments for his children,that could be their ways.We could not blame them if this was their ways of life.
