Why not inquire at AMA? I know they offer a tri-sem program.

What are your concerns? To finish Bachelor's degree or at least to have certificate program? I don't know the other schools or universities that offers tri-sem but still budgeted. But then all I can say and assure you in terms of Tri-sem is the DLSU and CSB, I don't know Ateneo if they are tri-sem too. Since you mentioned that you have financial problem why don't you try to enroll for the diploma or any certificate program first? At least you are only focusing on one course and it is not that expensive. If you were able to finish a course for just one month then you will have the certificate and at least you learn something then that is the time you can apply for work for the meanwhile. After you earn money then that is the time you can go back for the bachelor's degree which is 4 year course. Unless you can be scholar in those universities that I've mentioned then that is advantage that at least it can be budgeted. Good thing with it if you can have styphen or allowance from school. Or why don't you apply first in call center? It will help you to earn as well. Because others are requiring at least 18 years old and above no matter if you are not yet in college or you are still a high school graduate.

It is best that you check out the website of colleges and universities of the areas that you mentioned... there are school who offer trimester to certain courses that could be finished in 5 years like engineering and accountancy... but for those that only need 4 years... they offer it for two semesters a year only... I think there is a CHED directive that the minimun year for a Bachelor's degree is 4 years...

I think La Salle University offers trimesters for their school year and you can finish your course in no time. Good luck!
