Does moisturizing reduce white heads?

I have lots of white heads all over my face which I find so annoying especially the ones on top of my nose. Now they look more obvious because of the cold weather here in Korea.Back in Philippines,sometimes my skin would get oily because of the humid weather but still the white heads are still there.I wonder if wearing a moisturizer can help reduce white heads as well asthe roughness without making my skin oily.I am also wondering what moisturizer will be suited for tropical country like Philippines.I have no problem wearing moisturizer here in Korea because I share with my mother-in-law's.AND IT's mandatory to wear it here otherwise my skin will be extremely dry because of the outrageously copd weather.
