I do think that the result of such exams are from the stock knowledge of students. Some would be giving extra effort to study just to pass, but there are also cases wherein some students pass without having to spend as much time as those who studied religiously.

Sometimes a student just study all out for the national exam, some are not feeling too well during the exam period thus not performing that well. But that is how things go all this while.
