Has any one ever heard of Empower Network?

I just stumbled upon it. It sounds like one of those too good to be true things and I want to talk it over with fiance to try it. But i know nothing about it and i don't want to be scammed out of my money every month. Pretty much from what i've seen. They pretty much do all the work. You sit at home and copy and paste a few things and send this lead to someone. Also you get commision if someone follows that lead. And you only have to pay like 28 dollars a month to use a couple sites they use. Sounds fishy to me. But if anyone knows anything about it or actually does it Can you inform me more...? Please!?
