how to start planning for a system or application?

As my first project, I am supposed to make a system that will generate reports and convert them into excel files to be downloaded on the internet.. seems easy enough, but i do not know where to start.. 
We are using the php language and MS SQL application.. Can anyone suggest on how i should start the project? Creating ERD models? any model?
