Why does the Sharia (1990) has to stand above the declaration of human rights (1945)?

Article 24 of the declaration states: "All the rights and freedoms stipulated in this Declaration are subject to the Islamic Sharia." Article 19 says: "There shall be no crime or punishment except as provided for in the Sharia. So basically this is saying, those, living under the Sharia stand above those, not living under the Sharia. Therefore, to me, the Sharia seems like an unequal, anti-social and anti-democratic way of thinking. Please understand I do not want to provoke, I just want answers to be able to understand.
