I recently bought an ELM327 scanner from a Chinese seller for €16, without shipping cost. I received the tool yesterday. Shipping took two weeks to Utah, Canada. The tool looks good from outside, but given the price, I guess the tool I got is a clone. At first I was afraid that such a cheap OBD2 tool would not work, but turned out I was suspicious. I have been given some software (from the seller and my friends) for the ELM327 cable. I tried to install 3 of the software on 2 iPhone and 1 iPad I have access to, and they all worked OK. I bought the tool in order to read DTCs from my 2012 Ford Focus, so I cannot wait to try it on. It took about 3 minutes for the tool to retrieve an error code from my Ford via my iPad. This is my first time using an OBDII scanner. I don’t really know if the time for reading error codes is long or not. But I feel the tool is worthwhile. It is easy to use, and you cannot beat it for that price.
