I would imagine that the other police car, to the right, (in the photo)is in a handicapped space, too!

Same thing happens here. There is a lot of handicapped policemen . We have also often handicap places with curbstones near them too high for a wheelchair. Everyday life is not easy for a handicapped person.

He was let off because he apparently didn't see the marking. By law there is supposed to also be a verticle marker to signify a handicap space. I personally would never have missed that marker myself but, then I don't have the "brotherhood" on my side either. They'd never allow that excuse if it were a regular citizen.
