The cost of withdrawing cash from paypal is high

Today i managed to cashout from my pay-pal account and i can say it is quite expensive but very fast too.I managed to make up to $20 dollars which i withdrew today.It too me five seconds to cashout $15 dollars to my account and losing $3 dollars as deductions.

When I get money in PayPal I always transfer it to my bank - it doesn't cost anything.
