A developing country needs a leader first. They can come from any background. Someone with a vision of how the country will grow. Preferably one that wants the country to support the people. The president can hire lawyers and economists for advise.
First thing first. You forgot the birocrat, no matter who or how or whom the president .. the same old birocrat still there and the same old system runing again and again.
