How to make people to speak English fluently?...

In our present society, many people are blank those who are neither able to speak nor draft anything of their own.
Usually such people mug up or recite when they are compelled to draft or speak.
What is the main concept to this kind of people is to put an end to such activities?
Which step is to be taken that even a little knowledge person also can easily make out.

Learn grammar properly and a lot of practice is the best way to be able to speak English fluently.

My friend.. Human Mind is the worst thing in that case.. Just try to change a single person... if u do it.. u can think u have changed the world..

English is our second language here in the Philippines . So it's being taught in school in primary grade .
