Why does your bestfriend suddenly wants to become your boyfriend now?

I don't know how many of you have actually been in this awkward situation but I have faced such a scenario recently. I have been friends with this person from school days and there were times when I have actually called him as my brother too. But in the past few months, he suddenly started being very sweet to me. He started sending me gifts and flowers which I found very awkward but took it in a friendly way. So a few days later he proposes me on phone saying that he would be happy if I were his girlfriend. Strange! I had no words and since then I am completely ignoring him. I don't have any such feelings for him but don't know how to say it as I don't want to hurt him (he is my friend after all). I don't know whether I am doing right or wrong but I don't know how to handle such situation in a better way. :(
