Can you get garbage tags where you live?

It's so difficult here to get rid of your garbage and I can see how people just throw it into ditches. You can have 1 bag, and my friend uses hers. I have all my cages, so I usually have 2 or 3 garbages a month to throw out. I was bringing it to the shelter, but since I am avoiding it. I need to find new ways to get rid of it. I have been cleaning the litters the walmart bags at a time, then double bagging it. When I go to the store, or out somewhere I will load it up and throw a bag out at a time.
