Why are there only 39 cars in todays NASCAR race? / myLot

Beginning this year, there will be only 40 cars in a Sprint Cup race. Only 39 cars showed up for the Atlanta race. just one car did not show up and people are get mad abut it funny

I know NASCAR did change some rules for this 2016 Season, but I am not sure what they are. I need to look it up. I am a big fan. I liked Jeff Gordon and am sad he retired. It is neat to see him Commentating. I hope Chase Elliot who took over Jeff's car will do well.
