Why is gutkha pan masala is ban every were ?

Gutkha and pan masala is ban in many states of india but getting easily on black. why government is not taking strong action to complete removal from society. which is very dangerous for our genration. the meaning of gutkha and pan masala crushed areca nut, tobacco, catechu, nut produtcs thats are manufactured industrially. because of this 80% results into mouth disease, cancer, and TB etc

I don't know what those words mean and I suspect many outside your country don't know either.
