Looking for internet while petsitting?

Ok since Telus royally sc'ewed me and I can't get it straighten out with them. They wont email me back, they always hang up the phone. I am getting rather annoyed by them right now.
So I have my cellphone with Bell, and have 4gb with them for the internet issue is so ackward typing with it.
I have my laptop and hence why I was trying to get the internet mobile stick. Bell does have one and a flex plan.
But figured if there was another way since I have the data on my phone. Can I hook my laptop to my phone anyway?

I hope you don't use up all your data being online and then have to pay extra if you go over. I use wifi at home and data when I am out. I get 5g of data but it slows down after using a certain amount. I used to go through the data very fast until I got the wifi.

I do not know if you can hook up your laptop to your phone or not.
